Why does a driveway need less asphalt thickness than a road?

Thickness requirements scale with the weight and frequency of the traffic a pavement carries. A driveway only sees passenger vehicles passing occasionally, while a residential road carries more frequent traffic including heavier vehicles like garbage and delivery trucks, so it's built with a thicker section to handle that added load over time.

What counts as 'heavy/commercial pavement'?

Heavy or commercial pavement refers to areas built for frequent heavy-vehicle traffic, such as truck routes, loading docks, or commercial parking lots used by delivery and service vehicles. These need a thicker compacted section than a residential driveway or road because the loads involved are significantly greater and more frequent.

Does subgrade condition affect how thick the asphalt should be?

Yes. The table figures are general guidelines assuming a reasonably stable, well-prepared subgrade. A soft, poorly draining, or unstable subgrade often needs a thicker asphalt section, additional base material, or better drainage to perform the same way a stable subgrade does at the standard thickness.

Is compacted thickness the same as the thickness of asphalt when it's delivered?

No. Asphalt loses some thickness as it's rolled and compacted after paving, so the figures here refer to the final compacted thickness, not the loose, uncompacted depth as it comes off the paver. Your paving contractor accounts for this compaction loss when calculating how much loose material to lay down.
